This local is a male native of the planet that the Tok'ra settled Harry Maybourne on. When Harry used prophecies he'd read to become king, He was one of his most loyal followers. When Garen realized that SG-1 was about to take her king away, he joined her in intervening. SG-1 convinced Harry to tell his people the truth about the source of his prophecies being writings he'd found, rather than from his own ability to see. However, Garen convinced him and the other villagers that Harry had been a wise ruler, introducing new farming and irrigation methods, new medicines, new legal codes, which had nothing to do with the prophecies, and that the source of the prophecies made little difference.
