When a serious accident nearly destroys a Bajoran transport arriving at Deep Space Nine, Kai Winn manages to escape virtually unharmed, but Vedek Bareil is critically injured. Winn informs Sisko that they were en route to a secret meeting to initiate peace talks with the Cardassian Central Command, and reveals that Bareil is the driving force behind the discussions. Bashir must use questionable methods in order to keep Vedek Bareil alive long enough to help bring about a Bajoran peace treaty with Cardassia.
